I've just been trying to work out if this can be done and as of today it seems impossible and this idea was suggested 6 years ago!
Why is this not an option in the AGOL interface or exposed as method on some object in the ArcGIS Python API? This page seems to be the only page that discusses bookmarks for a web page in the entire API reference manual and gives no indication if one can upload to it?
I have seen discussions that suggest a Marketplace tool but this does not allow bulk upload.
This really should be a feature, especially if you are deploying mobiles apps to a fieldwork team.
