OGC now support the 3D Tiles service. See: OGC adopts 3D Tiles as Community Standard | OGC
The Scene viewer should be able to consume 3D Tiles using this OGC standard.
100% agree with you Nick! It is possible now to add I3S to Cesium, but not the other way round. ESRI should have acknowledged there are a large number of 3D data out there in Cesium 3D tile format, it's better to be included rather than excluded.
