Is it possible to set relative datapath in the config.xml?
As with: <layer name="Data1" type="TilePackage" url="..\Data\Elevation\Data1.tpk" state="Visible"/>
If it is, how to do it? So far I haven't been able to succeed.

There is a plan to redesign the 'administrator configuration' workflow at 2019Q4 or 2020Q1, with the intention to provide a more intuitive user experience and simplify the configuration process. We might be more cautious about adding new enhancements at this point. Your feedback will certainly be considered.

Yes, the data is accessible for other users when I write a specific file path in the config-file, as eg. url="D:\test.tpk" .
Relative data path in the administrator's configuration file is NOT supported. If you, as an admin, are trying to configure startup layers for your organization, could you check if the data path specified is accessible (at least readable) by other users in your org?
Example:
<layer name="startup_tilepackage" type="TilePackage" url="D:\test.tpk" state="Invisible"/>
