Where can I download shapefiles of single, separate California State Plane Coordinate System zones, e.g., #1, #2, #3, #4?
Layer Packages have replaced Shapefiles for most current data exchange. However, the UCLA geoportal has this in shapefile format for the USA here:

You could use the free software ArcGIS Explorer to select and export the california shapes you need.
