How can I develop a model where I select a parcel and other parcels within 1000 feet

I'm trying to develop a model where I would select a parcel from a county server and then show every parcel within 1000 feet of it as well as immediate adjacent landowners?

seems like a bit of overkill, but you can start with

Select Layer By Location—Help | ArcGIS for Desktop using within a distance of... as the search criteria.  Then when you have that selection, you could simply do it again with the 'shares a line segment option'
