"No Surveys" using Survey123 web site with ArcGIS Enterprise 10.5.1

I have migrated surveys from ArcGIS Online to ArcGIS Enterprise, and opened the Survey123 web site to test viewing the results there.  I have the following:

1. ArcGIS Enterprise 10.5.1
2. Using PostgreSQL for the database and published services via portal/server - configured surveys to use an existing feature service for submissions
3. Accessing the Survey123 web site via the URL https://survey123.arcgis.com/?portalUrl=https://<fqdn>//portal
4. When I sign in as the user that owns the surveys, I can see results - everything appears to be working.
5. When I sign in as another user:
   1. I see a 'No Surveys' message with the note 'No survey results have been shared with you'
   2. This user has a valid enterprise account and is able to view / submit survey records
   3. Survey form and feature layers have been shared with the user via a portal group
   4. I see the same message when I choose All Surveys, Surveys I Own, or Surveys Shared With Me

Following the instructions in the message to share survey results I attempted going to Collaborate > Analyze and get the message 'The feature is not available.  Hosted feature service views is not supported by your Portal for ArcGIS.'

Is there additional configuration needed to allow non-owners to view the survey results in the Survey123 web site?

Hi Phil, 

• I'm not 100% sure when the surveys were originally created, but I would guess within the last year or so.  Also unsure of original creation method (Connect vs web)
• For each survey, I downloaded the feature service data from ArcGIS Online as a file geodatabase.  The data was migrated into an enterprise geodatabase and feature layers were published to portal to correspond with each survey
• Signed in to Survey123 Connect (using version 2.5.44) and downloaded copies of each survey
• Updated each survey (field names, submission url, etc.) and published to portal
• Shared Form and Feature Layer items with portal group.
