Similar to map synchronization, is there a way to synchronize two different scatter plots so that when you pan on one, the other scatter plot pans as well?

The ability to "sync extents" for a chart card is not available in Insights for ArcGIS v2.3. I'd recommend posting this as an idea in https://community.esri.com/community/arcgis-ideas to gain traction. If you can specify what your use case is and how you'd like this functionality to be used for, that would help us.
