Despite that feature layers are shared with the organization, nor the admin or the users are able to view the services in the add data page in ArcGIS insights!!
What might be the issue here?

After reporting this to esri customer support, after several tests we found out the this is a bug in ArcGIS online, and it appears when you disable the setting "Members can search for content outside the organization" if this setting was activated the items will show in the org tab.
BUG # : BUG-000119741Synopsis : When adding data to an Insights card on ArcGIS Online, services shared with the organization are not displayed if the ‘Members can search for content outside the organization’ is disabled.
