Dataset properties—Help | ArcGIS for Desktop
Anybody know how this value is derived and what it actually means? The only definition I am finding is the one in the help menu and it is not very helpful. What does change tracked mean and how can I use it?

Indicates if this dataset is change tracked.
Thanks, but already I tested it on feature classes and datasets with editor tracking turned on/off with no results. Regardless of editor tracking being enabled I get a FALSE for both feature classes and datasets. Most likely going to drop ESRI a line to find out.
No clue...never used it, but the only reference to tracking and editing is associated with variants of this
