Offline mode seems disabled when loading tiled service from ArcGIS Online.

Take a look at the following help document. Be sure your tiled map services meets the requirements:

ArcGIS 10.2.2 Server or later tiled map services with export tiles enabled. See Allow clients to export cache tiles in the ArcGIS for Server documentation for more information.
