TOC Zoom To Layer Event using ArcObjects .net

Question

I want to catch Zoom To Layer event in TOC using arcobjects for .net (C#).  In details i can say when I right click on any layer in TOC and i choose Zoom To Layer, i want to show a message like "User clicked on Zoom To Layer option".  Any help is greatly

Hi Duncan,

For you kind information, the stuff is so huge in volume and not possible to post here.  there are so many classes and methods. Everything is running fine except basemap layer not refreshing while "Zoom To Layer" from TOC.

Hello Duncan,

Thanks for your suggestion.  I could not find any resolution from the above link.  Infact now i am able to zoom my raster layer but the basemap layer behind raster layer is not zooming accordingly.  as soon as i make a mouse event (scroll/zoom), it refreshes as usual

so my concern is why basemap layer is not refreshing although ILayer is refreshing
