Layer dropdown grayed out

Question

I'm running ArcGIS Desktop 10.7.1. After opening the .mxd and zooming, panning, clicking, etc., most options on the layer dropdown are grayed out. I can not zoom, open the attribute table, etc. I've performed a repair and have uninstalled and reinstalled. Anyone else run into this? Any suggestions on how to fix it?

I talked with Esri support about the issue. It has to do with my VPN and remote connection.

Ashley Peters, any additional information? What type of layer is it, or is it all layers in the map?

It sounds like you have addressed any potential problems with the ArcMap installation. Does this behavior occur in other map documents, or just this one?

If just this one, you could run MXDdoctor (in your start menu under ArcGIS) against your map and see what it comes up with.
