Public Information Map Template - My Location not working?

I'm unable to view my location via the Public Information Map template. It seems like this might be an issue for newer browsers? Here's the specific error from the console:

If you are using api 4.0, then the Track and locate works only in case of https requests.

I'm just using the out of the box configurable template from ArcGIS Online. Our organization is not running in https.
