WAB app doesn't honor time slider widget opening by default on app startup

I've got a locally hosted WAB app that uses time slider functionality. That widget is configured to be open and working when the app is first initialized. For some reason, the correct functionality happens about 50% of the time that the user fires up the app. What can I do to fix this? Here's the URL to the app: Larimer County ArcGIS Web Application
