Election Polling Place application - Mobile issue

I am using the latest release  of the java script election polling place application. For the most part everything is working fine. I am having issues with use on mobile phones. When on a mobile phone or emulated mobile in chrome, after I click the button on the splash screen the loader image doesn't go away and the polling locations do not draw.  I have noticed that if I leave the basemaps using the try it now links that come with the template, the polling locations do draw and are place on a grey backgound. anyone have any ideas as to what is going wrong?http://washcogis2.washco-md.net/ElectionPollingPlaceLocal/

So I got some help on this issue.  I had a view extent set on my data that was preventing it from being drawn on mobile devices.  Once I set the Min scale on the service to 0, everything works great.
