Loading Existing Data in LocalGovernement Model

What is the best way to load existing feature classes in to the local government template?

I've created the template on my computer in my coordinate system.

I just need to load my existing water mains created in another schema into the wMains in the government model template.

I can't find any help on this. Tech support is lacking on this as well.

Have you looked into using the Object Loader?
