Sideloading ArcGIS apps to Windows devices

What is the proper way to sideload Collector for ArcGIS 17.0.1 for Windows onto Windows 10 devices, if one cannot access the Windows store or Windows Store for Business? We obtained the *.appx. .appxbundle and .bin files but are unsure how to proceed. Is it documented somewhere either by Esri or a reliable third party?

As well the newest version currently is 18.0.2 and it can be found on Esri Downloads
