I've added a "customized" visible scale (400,000) to allow the extent of the county to be displayed. All of the other scales work fine but when the map is zoomed to the custom extent the basemap goes completely blank (see attachment), but returns when zoomed in or out from there. Anyone else have this problem, or is this the way customized scales are intended to operate?

The basemaps are tiled layers that will only show up at their predefined scales (1:577790.554289 or 1:288895.277144). See this blog for more detail: Web map zoom levels updated
