Heat map shows up in wrong layer

Question

Hello,

I've been trying to create a heatmap on top of two map layers showing zipcodes/states, and a basemap.

No matter how I order the layers, the heatmap visualization always shows up on the bottom, just above the base map.

I can't get it to show up on the top of the layers, as it should.

I would really appreciate it if anyone could help me with this. Thank you!

I should add perhaps, I can fix this issue if I delete labels from the basemap, or select certain other basemaps like topographic or national geographic.
