Fixed scale and extent JUST on Layout View

Question

Hi!

I am working on a map, but I want to keep the layout view fixed in the matter of scale and extent. Is there any way to keep the scale and extent fixed just in Layout view (not in Data View)? I mean while I work on Data view I can pan or make changes to the size of map, but when I switch to the Layout View, it keeps the same scale and extent before making the changes.
