Data collection using ArcHydro NWIS Tool

I am having problem downloading data using NWIS tool. I am getting an error showing :

Run-time error '339':

Component 'comdlg32.ocx' or one of its dependencies not correctly registered: a file is missing or invalid.

I am using the NWIS.dll that is available in the web source. I am wondering is this a windows issue or ArcHydro tool issue ?

I have had the same issue. I have uninstalled and re-installed ArcGIS and I still have the problem. I've also taken my computer to Geek Squad and the only thing they could suggest was to reboot Windows, which I'm not going to do. I think it must be a compatibility issue between Windows 8.1 and ArcGIS 10.2...
