I'm trying to bring a AutoCAD 2013 or 2015 title block into ArcMap so I don't have to redo it by hand. Does anyone have any ideas on how this can be done.

Sometimes your title block will be drawn in a "paper space" view in AutoCAD. ArcGIS desktop will only read the entities within AutoCAD "Model Space". You could copy the entities from Paper Space into the model space...in a new or existing drawing that has the title block, then ArcGIS desktop will see the title block in the place where the title block entities were copied as "GIS" features.

Add your AutoCAD drawing. It will bring the title block with it.
The above method worked really well for me, I created a large(2'x3') .jpg file of our title block and imported it into ArcMap.
Good question! I have no idea but also would like know if possible. My workaround is to create an image tif, jpg, gif ... of the title block and place it as a graphic into ArcMap
