Use existing attribute as domain for another attribute?

I have a map in collector for keeping track of utility data. We will have data collectors in the field over the next few weeks.  I want to be able to have the data from one attribute field listed in a drop down for another attribute. 

Lets say there are three attributes; ID, FromID, and ToID.  I would like to have the collectors chose a FromID and ToID based off of the existing ID's.  Is this possible?  I was thinking I may be able to use an existing attribute as the domain for another.
