Is it possible to make the ArcGIS Online platform responsive for mobile web browser view ?

That is correct, ArcGIS Online is responsive and some updates for an improved mobile experience were released last night. Here are some blogs to find out more:

Could you restate your question. ArcGIS Online by its nature is responsive to mobile applications.
