How do I filter elements containing data from related table in Map Actions of Operations Dashboard?

I was trying to filter elements containing data from related table (from Survey123) thru map extent. However, these elements cannot be added as target for filter in "When Map Extent Changes". The element is grayed-out in the list. Why is that?
