Is anyone experiencing wab maps opening in Chrome to the last view. My cache does not clear automatically and even if i clear manually I still get an old version of the map.
That is a new "feature" with the latest version and not a Chrome thing. look at

The map restoring to the last map extent is a new feature of WAB 1.3. This has been discussed in this thread with a workaround on how to remove this new non-configurable feature:
