Does Arcgis Runtime for WPF 10.25 support to load custom style file as Arcgis enginee/objects apis have? If not, any alternatives to load our customer's style file?

No, the ArcGIS Runtime SDK for WPF does not support loading custom style files.
In the future for the new ArcGIS Runtime SDK for .NET (ArcGIS Runtime SDK for .Net | ArcGIS for Developers) we hope to support custom styles authored in ArcGIS Pro (.stylex files).
