I am wondering, is it possible to make PictureMarkerSymbol auto-re-sizable while zooming in/out?
You can set ReferenceScale on Map and publish a feature layer using a PictureMarkerSymbol with ScaleSymbols=true. Reference scale should work for picture marker symbols. It's quite likely that the picture image will not look great as you zoom in and it gets larger.
