Add-in or extension for selecting points and creating a point chart

Hi.

I want to create an add-in or extension for selecting point features on the screen. After selection of a point the new add-in should show time series data of the point as a point chart. And there should be regression line too. 

I am very new in this field and open to all suggestions. What should I do? Which software should I use?

I would start by first asking who your target audience is? Are they legacy users of ArcMap or users of the newer ArcPro. Then explore the chosen applications and get a good handle on their charting capabilities as that is what you will be calling if you follow an ArcObjects approach.
