What are the advantages and disadvantages to creating a 2D map with a layer vs Displaying a web map?

The two JS tutorials on ArcGIS DevLabs (Create a 2D map and Display a web map) seem to be two means to an end, but I'm not sure I entirely understand all of the advantages and disadvantages of each method. Could someone help me understand why you might choose one over the other? Thanks!
