I want to change the position of (i.e., raise) the "Enter your story line title" box at the very top of my story. How do I do this?
From the placeholder text mentioned in your question it appears this is a question about the classic Cascade template, so I've moved this question to that space on GeoNet.
There isn't a way to move the title text in the Cascade builder. But have you tried the new ArcGIS StoryMaps builder? It has three cover options for you to choose from, including a full-page cover option similar to Cascade's. Although you can't move the title text there either, you can set the position of the background image/video, which may help in your case.
The cover layout can be changed in the Design panel, and the media position can be adjusted in the background media properties.
