assigning a color to a value using a color ramp

I have a zoning map that uses specific colors for each classification.  I currently change the colors to what I need everytime I make a new map.  I see there is a way to create my own color ramp, which I did, but it still doesn't work.  What I am looking for is like this:

R1 - Red

R2 - Green

R3 - Brown

I - Grey 40%

C1 - 125 147 241 (RGB)

etc.  Is there a way to do this?  I am using ArcGIS Desktop 10.6.

My suggestion is:

1. Right click on the image
2. Save as a layer file…

   And save the colors you chose as a legend, then you can open the file where you want and define the ramp of defined colors.
