Is there a method to get the Max Record config parameter?

I'm writing a query tool that allows the user to perform sql queries.

I'd like to present a message like this:Maximum record count reached, showing only the first 1000 records

Is there some method to determine the max record count has been used to configure a particular map service?

Not yet. But it's planned with the next SL version and ArcGIS Server 10.1.
