I have a couple thousand location points in my city. I need a field worker to go out to each location point. What is the best ArcGIS tool I could use to group these point locations? I also need the grouped clusters to make sense for the field worker to get in a route.

Aggregate Points—ArcGIS Pro | ArcGIS Desktop
If the points are located along linear networks, some will work less well than others.
