When using Hybrid baselayer labels overlay on top of Dynamic map service layer

I am creating an application that uses the hybrid basemap and then adds a dynamicMapServiceLayer. For some reason the labels in the basemap lay on top of the dynamicMapServiceLayer. Is this something that the hybrid basemap does and can it be changed?
