Trigger Email Notification Using ArcGIS Collector

Hello,

I would like to start a hydrant inspection program using ArcGIS Collector. I know that Survey 123 uses webhooks to send email notifications when a feature is submitted. Does anyone know how to do this or something similar in ArcGIS Collector? Thank you for your time.
