ArcGIS Exploer "Boundaries and Places" Basemap Issue

Question

When I zoomed into the "Boundaries and Places" basemap, the imagery underneath is gone. See the attached screenshot. Any one knows why?

Hi Dan, Thank you so much for your reply. This workaround does work.

Still hope ESRI can fix this glitch, althought ArcGIS Exploer is free. Don't know why, but it appears that that particular Base Map service is broken.  You get the same resultes if you zoom into areas of North America - imagery turns off.

You can overcome this by doing the following:

1) Set your basemap to World Imagery
2) Create a new server connection in the GIS Services... section and point to this server URL:
  http://server.arcgisonline.com/arcgis/services
3)  Navigate to the "Reference" folder, and select the "World_Boundaries_and_Places" service
