Does anyone know if it is possible to have an editable text box in a short-list story map that others can edit and save like crowd source story maps but with texts?

That isn't supported in Shortlist, but Story Map Crowdsource would be an easy way to deploy what you asked. For example you could prepopulate your Crowdsource with places, and then let your users add additional places.
