Label positioning in ArcGIS Pro.

Question

Wondering what the best way is to position labelling on a polygon so that it isn't displayed outside on the polygon boundary. Have attempted un-ticking the 'may place label outside polygon boundary' function in the labelling pane however doesn't seem to make a difference. Have tried reducing the file size.

Check what happens if you use Only place label inside polygon option. Set polygon label placement properties—ArcGIS Pro | ArcGIS Desktop

Ok, then there is basic labelling and labelling with the Maplex label engine and if go to that link you will see two others beneath which deal with the basic and maplex engine.  Short of posting explicitly what you are doing with a screen grab, you might want to rule out some of the other options.  The reasons could be varied.
