Is there a way to add PDFs to a Hub site?
Yes. Assuming you have a local copy of the PDF, from your organization, just do an Add Item > From my computer.
Choose the PDF and upload it, fill out all your metadata.
Share it to the appropriate group and publicly (just like all your other datasets).
