Is there a way to trace upstream and downstream of many points?

I have an fc of points (barriers) and I want to snap them all to a river flowline (line fc), and split the river lines at these barriers.Then, trace upstream and downstream of each barrier to quantify the mileage upstream and downstream of each barrier (and eventually delineate watersheds).

Any suggestions?

I had to do something similar. I was identifying how many points were upstream of a dam and ended up having to write a script to do it.
