Enterprise deployment, data license

Question

When installing BA 9.3, the data license could be copied to "C:\Program Files\ESRI\DataLicense\your_BA_data_license.sdlic", as documented at Page 4 of http://downloads.esri.com/support/documentation/other_/business-analyst-deployment.pdf

When trying that same method for BA 10, the data license does not activate.
Is this still possible?  Is there a different path to copy the data license to?

I checked internally and that specific documentation has not been updated to version 10 yet.  Enterprise deployment is still supported however.  I'd advise contacting ESRI technical support as this could be a potential issue here especially if you are finding it across the board and not specific to one machine.
