How do you upgrade Streetmaps Premium when a new version comes out? I've been told that ESRI would send out new CDs, and you'd have to reload the data. I'm trying to verify.
If you are current on maintenance for SMP - you should get new media delivered to you once the new release comes out.
I don't know about Streetmaps in particular, but I know you can download the other Esri data from the myesri page for your organization. Have you checked there?
StreetMap Premium data will only show up in My Esri if one's profile or organization is licensed for it. In this case, since StreetMap Premium data can come with several products, e.g., ArcPad, it is important to know more specifics about how and when the StreetMap Premium data was acquired.
