Elements locked in ArcGIS Pro Layout

I have created a map with multiple elements in ArcPro, including text boxes, legend, N Arrow, Scale, etc.

Now I am trying to resize and move those elements, and they appear to be locked in place.  When I try to move one, it just flies back to its previous location.   I try to reorder in Contents, and they wont change order.  I try to resize, and the edges just go back to previous position. 

Pro layouts get sticky and lock when I near  completion, when creating a complex cartographic product. 

Any help is appreciated.

Are you referring to the mechanics in layouts add and modify graphics and text

To move or change properties of graphic, text, and map surround elements, use the selection tools in the Elements group on the Layout tab.

Just to make sure you are using the right selector tool
