Extracting & Converting XY Locates from PDF to ArcGIS Pro

Question

Locates that are currently in PDF form. I have exported them to an Excel spreadsheet; they locates were in a single cell, so they need to be separated.

Can anyone offer help with what an ARCADE or Python expression that would select on the Y_Coordinate field based on the starting 85 degrees or the first numbers after the split?
