I'm having this same problem, but specifically concerning a large hydropower dam on the Coca River in Ecuador. All ESRI satellite imagery of the area is from 2013, before the dam was even built! Can you tell me where you search for imagery services, and how to add them as a basemap?

Hello,

You can add any imagery service and use that as a newer basemap.

Looking around a bit, it looks like the 2018 NAIP imagery is the most current I've found: https://msdis.maps.arcgis.com/apps/View/index.html?appid=5490021931814fd9a64ba6f1468fa9f0
