Is there a way to download or copy an existing web mapping application in ArcGIS Online to create a similar looking web mapping application, just with different source data/web map?

One method to doing this may be to use the free version of the GeoJobe Admin Tool suite to copy the item in question (e.g. hosted WAB app) and then re-point the map source and verify its widget configs.
The caveats are that you'd need to be in an AGOL Organization and need Administrator privileges (or have an Admin perform the copy for you).
