Error while publish layers from ArcGIS pro . ERROR 001487: Failed to update the published service with the server-side data location

I am trying to publish Layers from ArcPro project by using this URL

Upload Service Definition—Help | ArcGIS Desktop  

But I have got an error ERROR 001487: Failed to update the published service with the server-side data location . But when i publish it ArcGIS online, it works without any issues.

So Can any help me on this issue
