Does anyone know why the transformation

PE_VT_WGS_1984_TO_EGM_1996_GEOID_1

was moved from code 10084 (OGC space) to 110007 (ESRI space)

Furthermore if we ask for the OGC one by code we get the ESRI one.

What does this mean?
