It will be fixed in the upcoming 3.12 3.11 release (this week or next).
I just double checked and it is working in the new version for IE10.

This is a major change that will affect many users who decide to update to 3.11.
The updated SDK (and What's New? page) will highlight all major changes to the API. It's coming soon!
http://js.arcgis.com/3.11/dojo/dojo.js does not have the "js/dojo" that 3.10 has (http://js.arcgis.com/3.10/js/dojo/dojo/dojo.js). Is it safe to assume "js/dojo" will be dropped?
From ESRI support:
"I found this zoom-in red box not show in IE 10/11 issue has already been assigned a bug in our system and I have assigned this case to this bug on your behalf. [#NIM098054 The red zoom box does not display in an ArcGIS API for JavaScript application.] This issue will be fixed in ArcGIS JavaScript 4.0"
This can still be reproduced in IE 11 using this sample:
